Julius C. Parham, Jr., a native
New Bernian, represents the 1 st Ward as a fifth term alderman.
He is married to Vinis for 26 years, and they have three children,
Eboni, Ashley, and Julian Zachary.
After graduating from New Bern High School in 1971, Mr. Parham
continued his education at Morehouse College in Atlanta, Georgia
where he earned a Bachelor of Arts degree in Business Administration.
While at New Bern High and Morehouse, he was an avid tennis
athlete, competing and holding positions on both teams. After
winning numerous awards at Morehouse, he went on to teach tennis
in his spare time.
Before returning to New Bern, Mr. Parham worked in retail
management for over 10 years where he managed a multi-million
dollar facility in Atlanta. Since 1988, he has worked in management
with the Craven County School System as an Inventory Control
Specialist.
Alderman Parham holds memberships on several boards: Swiss
Bear, First Citizens Bank, and the Farmers Market. He also
is a member of Alpha Phi Alpha Fraternity, Inc., where he served
as chapter president for two terms, and is a member of the
Elected Municipal Officials.
Alderman Parham attends Cornerstone Missionary Baptist Church
where he serves as Deacon and leader on several committees. |

Robert G. Raynor, Jr. is currently serving his seventh term
as Alderman of the 2nd Ward in the City of New Bern. He formerly
served as New Bern’s Mayor Pro-Tem in 1987-89, and in
2004. Mr. Raynor is a lawyer in private practice who received
his Bachelor of Arts Degree from North Carolina Central University
in 1977, and his Juris Doctorate Degree from the School of
Law, North Carolina Central University 1981. Mr. Raynor has
been admitted to practice before the United States Supreme
Court in Washington, D.C. He is a life member of Kappa Alpha
Psi Fraternity.
Alderman Raynor is a life-long member of Saint Paul's Catholic
Church. He has been a member of numerous organizations which
include, but are not limited to: the Board of Directors of
Big Brothers, Big Sisters of the Lower Neuse; Craven Community
Foundation, Inc.; and the Neuse River Development Authority,
Inc.
Alderman Raynor's current memberships include the following:
Advisory Board of Neuse River Community Penalties, Craven County
Voters League, New Bern/Craven County Library Trustee, New Bern
Craven County Library Foundation, District 2 Representative for
the North Carolina Black Elected Municipal Officials, (NCBEMO),
North Carolina Association of Black Lawyers, the Craven County
Chapter of the N.A.A.C.P., and the North Carolina Academy of
Trial Lawyers. Mr. Raynor has been listed in the publication
Who's Who Among Black Americans since 1994. Most recently, he
was appointed to the local Board of Directors of Wachovia Bank
and is the first African American to hold this position. Additionally,
he has served on the Board of Directors for the New Bern Chamber
of Commerce and recently elected for a forth term as Parliamentarian
for the National Black Caucus of Local Elected Officials (NBC-LEO). |
Mack L. “Max” Freeze

Mack L. “Max” Freeze was born in 1936 in the
small piedmont NC town of Kannapolis. He spent much of his
time in the NC Mountains, where he developed a strong interest
in Native American history. He also became interested in music
and photography, and began working part time as a radio announcer
in Salisbury, NC at the age of 15.
Upon completion of formal schooling, Mr. Freeze became a
full time radio announcer, working at stations from Asheville
to Wilmington, NC, specializing in news. While living in Fayetteville,
NC during the Viet Nam war, his love of photography and broadcasting
came together when he became a freelance TV Journalist. While
providing news film for NBC, CBS, CNN, and numerous TV clients,
he was privileged to cover stories in many areas of this country
and in a number of foreign nations, including several combat
zones.
In 1981, Max Freeze and his family moved to New Bern, where
he “semi retired” and entered the private sector.
His business activities include opening four business, operating
each successfully, and selling them upon retirement from this “second” career.
Mr. Freeze was first elected to the New Bern Board of Aldermen
in 1985, running for public office due to a strong interest
in the governmental process and love of our community. Extensive
journalistic coverage of the political process ranging from
small town governance to national politics had instilled a
deep belief in the principles set by the nation’s founders.
Alderman Freeze has served for 6 years as an active member
of the National League of Cities Committee on Energy, Environment
and Natural Resources, and has written several modifications
of the NLC’s Policy Manual on Environmental concerns.
He also served for several years as a member of the NC League
of Municipalities Committee on Transportation, Communication
and Public Safety.
Alderman Freeze and his wife, Frances Bee Mayo, have four
daughters and eight grandchildren. They are active in the AFS
Student Exchange Program and have hosted students from Turkey,
Peru and Hong Kong. They are members of Trinity United Methodist
Church. He is a Mason, member of the Scottish Rite, and Sudan
Shrine Temple.
Alderman Freeze strongly supports New Bern’s Police and
Fire Departments. He is quoted as follows: “It is my belief
that a top concern is if a person does not feel safe in their
home and community, little else matters.” |

Joseph E. (Jay) Mattingly, Jr. was appointed to the position
of Alderman of the 4 th Ward in March of 1997 to complete the
unexpired term of former Alderman, Don McDowell, and elected
to a full four year term in October of 1997 and again in October
of 2001.
Mr. Mattingly is married to Sandra Sue for 41 years, and they
have two children and four grandchildren. He is a member of
St. Paul’s Roman Catholic Church, and a member of the
Knights of Columbus for 44 years.
During Mr. Mattingly’s first term as Alderman, he was
appointed to the North Carolina League of Municipalities and the Transportation,
Communications, and Public Safety Policy Committee. In 2001 he was elected to serve
as Area 2 Member of the Board of Directors of the North Carolina
League of Municipalities.
In 1992 Mr. Mattingly retired with 34 years of service with
the US Postal Service where he was a Computer Systems Planning
Officer. He is also a retired Colonel in the U.S. Army Reserve,
where he served over 36 years specializing in military law
enforcement.
Alderman Mattingly is quoted as follows: “My life long
philosophy has been to do the Right Thing at the Right Time for
the Right Reason. In all of my activities, I would like to be
known as ‘The Residents’Advocate’. Tell me
about your issues and concerns, and we will try and solve them
together.” |

Barbara H. Lee is a life-long resident of New Bern. She
is married and has one son. She has been very active in community
and civic activities since her active involvement in civil
rights in the mid 60's.
After High School, Ms. Lee was chosen by community leaders
to participate in a pilot program sponsored by the State of
North Carolina and served a one-year internship as a Community
Action Technician. She was assigned to assist in the organization
of Community Action Programs, known as Poverty Programs, throughout
North Carolina. When Ms. Lee returned to New Bern, she worked
as the Community Services Director for 15 years and later as
Director of Tri-County Youth Development.
Some of the projects Ms. Lee organized are as follows: Wrote
and received a $110,000 grant to sponsor Summer Feeding Programs
which provided free lunches to youth on playgrounds in the
four county area; organized the Miss and Little Miss Tri County
Pageants raising over $75,000 in six years with the money being
used for scholarships for needy children; worked in the Summer
Youth Employment Program; and Social Worker for Head Start
Program.
Ms. Lee has been the Alderwoman in Ward 5 for the past 16
years.
Alderwoman Lee is a member of many civic and community organizations.
She is the founder and Director of The Area Structured Day
Reporting Center for Juveniles. She and her husband are the
proud owners of The Food Palace Restaurant/Catering Service
for 21 years. In addition to the aforementioned responsibilities,
Ms. Lee is the host of a TV information program that airs twice
weekly on Channel 10 in New Bern called, “Breaking the
Silence of Parenting”.
Ms. Lee is a member of the African Methodist Episcopal Zion Church
of New Bern where she serves as the president of the Gospel Choir.
She is quoted as saying. “I have always been involved in
activities that advocate positive change and empowerment for
people of the community.” |

Dana Edwards Outlaw was elected to serve as Alderman of the 6th Ward in 2005. His office address is P.O. Box 414, New Bern, NC 28563. Dana was married to the former Susan Diane Statham, a New Bern native who passed away in 2000 at the age of 43. Susan and Dana have four children, Janet, Katie, Jenna, and Adam. Mr. Outlaw married Claudia D. Wooten of Lenoir County in 2005. He has two step-daughters, Kathleen and Sarah Dunnigan. Mr. Outlaw graduated from East Carolina University in 1976 with a degree in Marketing Research/Business Administration, and from that time has been involved in the self-storage and real estate appraisal business. He is past Chairman of the North Carolina Appraisal Board, an occupation board with 3,761 members. Mr. Outlaw is past Chairman of the North Carolina Association of Realtors Political Action Committee with approx. 28,000 members.
Alderman Outlaw has been involved in many local civic groups since his return to New Bern in 1978, including past President of New Bern Rotary Club, past member of the Craven Community College Foundation Board, past Master of St. John’s #3, past President of the New Bern Board of Realtors, past President of Partners in Education, along with his local Church, Trinity United Methodist Church where he is presently a Trustee. Alderman Outlaw is very proud of the local Fire Departments and is presently a member of the New Bern Fireman’s Museum Board.

Tom Bayliss is a fourth-term mayor and life-long resident
of New Bern. He is married to Patsy Bayliss and they have two
children, Andy and Sandy. He graduated from East Carolina University
in 1972 with a B.S. in Physics.
In 1983, he founded TAB Electric Supply, Inc., which grew
to operations in New Bern, NC; Wilmington, NC; Charleston,
SC; and Savannah, GA. Mr. Bayliss has been nationally recognized
as a successful businessman by being named Chamber of Commerce
Small Business Person of the Year in 1993; listed in INC. Magazine’s
Top 100 Fastest Growing Privately Held Companies in the US
in 1988; nationally ranked in Top 5 Electrical Wholesalers
in the nation in production per employee, rated at over twice
the national average in net profit; listed in the annual “250
Largest Distributors in US”, and served on the Advisory
Board of Rockwell Automation.
Mayor Bayliss is no stranger to community service. He is a past
member of the Craven County Health Board; past Vice-Chairman
of the YMCA Board; past Craven County representative on Global
Transpark Development Commission; past Member of Board of Trustees
of East Carolina University; and fourth term Mayor of the City
of New Bern. |

Michael Scott Davis

Michael Scott Davis was appointed to serve as the City Attorney
in 2001. His office is located at 209 Pollock Street, one block
from City Hall. Scott has two children, Mary Scott and Michael.
Mr. Davis graduated from New Bern High School in 1983. He
received his Bachelor of Arts degree in International Studies
from the University of North Carolina at Chapel Hill in 1987,
and subsequently received his Master’s degree in Business
Administration from Wake Forest University in 1989. From 1989
to 1991, Mr. Davis was employed as a management consultant
with FMI Management Consultants in Raleigh, North Carolina, the
country’s largest consulting firm specializing in the
construction industry.
Mr. Davis received his Juris Doctor degree from Wake Forest
University in 1994. While in law school, Mr. Davis clerked
for former New Bern City Attorney, A.D. Ward. Mr. Davis returned
to Mr. Ward’s law firm upon graduating from law school
in 1994. Mr. Davis was a partner in the firm of Ward and
Davis, LLP from 1999 to 2007. He is currently a partner in the law firm of Davis Hartman Wright, PLLC.
In serving as the City Attorney, Mr. Davis manages all of
the City’s legal affairs. He represents the City in any
litigation and claims filed by and against the City; gives
day-to-day legal advice to City officials and employees; and
drafts ordinances, rules, resolutions, contracts, and policies. |

Vickie H. Johnson, the City Clerk, was appointed December, 1989. Her office is located in the City Hall building on the first floor. Mrs. Johnson has received the Master Municipal Clerk designation from the Institute of Government in Chapel Hill.
The City Clerk provides administrative and information services to the Board of Aldermen, its Committees, Boards, and all City departments, as well as the citizens of New Bern. The City Clerk’s office contributes to good and efficient government by conveying the decisions of the Board of Aldermen for action and ensuring accurate information and recordings of proceedings of the Board.
The City Clerk attends all Board of Aldermen meetings, and is the safekeeper and preservationist of meeting minutes, by-laws, civic agreements, and other related official documents. The City Clerk is responsible for acquisition and cataloging of historical records. These records are available to the City and the public for research and administrative purposes.
The City Clerk is responsible for writing deeds and selling cemetery spaces for five City-owned cemeteries. She acts as the Secretary to the Police Civil Service Board and serves on the Program/Education Committee for the North Carolina Association of Municipal Clerks. |
