Electrical Specifications for Commercial Underground Primary Installations

The contractor will be responsible for the installation and construction
of all primary conduit to provide electrical service to a building and
pour the concrete transformer pad according to the following specifications:
1. Provide New Bern Electric with a scaled site plan along with a copy
of the electrical requirement with total connected load.
2. Schedule with New Bern Electric to meet on site to spot the location
of the transformer, meter location, and the path of trench for conduit.
3. Pour concrete pad per attached specifications, leave primary and secondary
compartment open, and center conduits at each opening. Click here for Concrete Pad Spec Drawing.
4. When installing conduits for primary cable, trench and conduit shall
be inspected by New Bern Electric before closing trench and shall meet
the following requirements:
a. Conduit shall be 6" sch. 40 PVC electrical grade for three-phase
services.
b. Conduit shall be 4" sch. 40 PVC electrical grade for single-phase
services.
c. Depth of conduit shall be 36" min.
d. All elbows shall have a 36" radius.
e. A pull string shall be installed in conduit.
f. Elbow conduits up at base of the pole two (2) feet and strap to pole,
or elbow up into primary side of concrete transformer pad and cap off at each
end. If transformer is in place, stop conduit within three (3) feet of
transformer and cap off at each end and mark end at transformer.
Note: If the above requirements are not met, the contractor will be responsible
for correcting any deficiencies at their expense.
New Bern Electric will be responsible for the installation or construction
of the following:
1. Pulling the primary cable in the existing conduit.
2. Terminating all of the primary cable.
3. Installing and making all of the primary connections in the transformer.
Any additional charges or information shall be determined by the Customer
Service Guidelines.

Electrical Specifications
for Commercial Underground Secondary Installations
The contractor will be responsible for the installation and construction
of all the conduit(s) required to provide secondary service to the
building or meter location and mounting all of the metering enclosures
according to the following specifications:
1. Conduits for secondary connections shall be sch. 40 PVC electrical
grade buried at a depth of 36" below finial grade and inspected
by New Bern Electric before closing the trench.
2. Install pull string in each conduit.
3. Conduits shall be sized as follows:
SINGLE-PHASE SERVICES:
200 amp--4 inch
400 amp--4 inch
Gang-type meter back-–4 inch
THREE-PHASE SERVICES:
200 amp–4 inch
400 amp–4 inch
600 amp–two 4 inch
800 amp– two 4 inch
4. Installing the meter enclosure as shown. Click

5. Pulling secondary cable to secondary side of transformer (if
necessary).
Note: If the above requirements are not met, the contractor will
be responsible for correcting any deficiencies at their expense.
New Bern Electric will be responsible for the installation or construction
of the following:
1. Making all the connection in the secondary side of the transformer,
connecting all cable in the C.T. cabinet (if necessary), and connecting
all metering equipment.
2. Pulling secondary cable if C.T. cabinet is used.
Any additional charges or information shall be determined by the
Customer Service Guidelines.

Specifications for Residential
Underground Secondary Installations
The following is a list of requirements the contractor will be responsible
for prior to installation of underground electric service from the
City of New Bern:
1. Meter bases and riser pipes (2" for 200a service, 3" for
400a service schedule 40 electric grade) shall be installed.
2. All service fees shall be paid in advance before work order is
released. (i.e. past normal point of delivery charge, driveway/sidewalk
bore, etc.)
3. If driveway/sidewalk is poured before underground service is
installed the city of New Bern Electric Dept. shall mark the conduit
crossing and the contractor must install a properly sized conduit
(2" for 200a service, 3" for 400a service schedule 40 electric
grade) under driveway/sidewalk at a depth of 36". Contractor
must clearly mark the installed conduit location. Failure to do so
will result in a fee charged to the contractor which will need to
be paid before meter will be set.
4. A minimum 10' path shall be cleared for crews to install service.
Sod, landscaping, building materials, stumps, etc. will need to be
removed by contractor. Failure to do so will result in a delay of
service being installed. If sod or landscaping is not removed, a
waiver will need to be signed releasing the City of New Bern of any
damages to sod/landscaping.
5. Water/Sewer lines, septic tanks, drain fields, gas tanks/lines,
etc. shall be clearly marked to avoid damage from service installation.
6. A minimum of 8 to 10 working days notice will be required for
scheduling of underground service. Schedule of service starts only
after all fees have been paid and all requirements have been met.

Requirements for Underground Electric Service
1. The developer shall mark all property lines and clear the right-of-way
and easements of all stumps, mounds, etc. before a work order is
released to the City of New Bern construction personnel.
2. The site must be within six inches of final grade. The developer
will specify whether it is final grade or within six inches of final
grade.
3. The developer shall install conduits for the City’s lines
which cross streets, culverts, etc. The City will specify the size,
number, type and location after the final plat has been reviewed.
The City will deliver proper conduit to the site.
4. The developer must adhere to water and sewer locations as prescribed
in the City’s sidewalk/road standards adopted in 1996. The

5. Any low areas which are filled and which will be crossed as electric
facilities are installed, will be tamped to a compaction equal to
95% of the nearest undisturbed dirt.
6. Any additional cost incurred by the City due to non-compliance
of the Electric Line Extension Policy will be born by the developer.
7. The developer shall furnish an AutoCAD file to the City of New
Bern Electric Department showing right-of-ways, property lines, easements,
lot numbers, addresses, setback lines, and water and sewer.
8. If the developer desires street lights different from the standard
wood street light poles, the developer will pay for the difference
in cost.
The City reserves the right to install overhead electric facilities
in developments which do not meet these requirements. It is important
to note that these requirements do not list every contingency. Individual
cases may warrant necessary additions or deletions.
