PERFORMANCE ANNUAL REPORT

Facility/System Name: City of New Bern

Responsible Entity: City of New Bern

Person in Charge/Contact: Jordan B. Hughes, P.E., City Engineer

Applicable Permit(s): WQCS00052

Description of Collection System or Treatment Process:
Wastewater treatment uses physical, biological and chemical processes to remove pollutants from water so it can safely be returned to the environment.

Performance
The Wastewater Treatment Plant treated approximately 1.46 billion gallons of wastewater in 2010. The monthly average flow was 121.67 million gallons and the daily average was 4.01 million gallons. The peak flow of 13.86 million gallons per day was recorded on October 1, 2010. The plant was compliant for all monitoring permit requirements for the twelve months. The annual removal rate was greater than 99.1 % for oxygen demanding pollutants or 1538 tons for the year. The average biological oxygen demand for the effluent was less than 2.3 parts per million. The annual removal rate was greater than 98.7 % for total suspended solids or 1184 tons for the year. The average annual total suspended solids for the effluent was less than 2.52 part per million. Approximately 1037 million gallons were discharged to the river. The annual loading of the river for total nitrogen was 60,991 pounds. Approximately 354 million gallons or 24.2% of the annual treated wastewater went to a quarry for reuse. This reduced the nutrient loading to the river, however, the City has not received nitrogen credits for reuse. Approximately 20.6 million gallons of sludge were pressed in 2010. It was pasteurized by Quicklime and heat to a Class A residual. It is used for fertilizer for farmland and home gardens.

III Discharges of Untreated Wastewater:

For the year 2010, the City of New Bern had a total of 26 Reportable Wastewater Spills with a yearly total of 776,624 gallons of untreated wastewater reaching surface waters.  The high volume of wastewater reaching the surface waters was due mostly to a tropical storm rain event.
