Community Development Advisory Committee This committee consists of six (6) members, one from each ward, appointed by the Alderman from that ward. Each term shall last three (3) years and run from July 1 through June 30 or until a successor is appointed. All members must be residents of the City of New Bern.
The purpose of the CDAC is to advise the Community Development staff and to assure that the Community Development Block Grant (CDBG) Citizen Participation Plan encourages the participation of all citizens, including minorities, non-English speaking persons and persons with disabilities.
The CDAC meets on the fourth Tuesday of the second month of each calendar quarter (August, November, February, May) or upon the call of the chair.
- One County Commissioner appointed by the Craven County Board of Commissioners;
- One person appointed by the governing entity of each municipality from whose jurisdiction at least 10 percent (10%) of the county-wide gross proceeds of the room occupancy tax were collected during the previous TDA administrative year. Such person shall serve a full term of appointment regardless of whether during that term there may be an administrative year during which less than ten percent (10%) of the county-wide gross proceeds of the room occupancy tax were collected within the jurisdiction that person represents. Such person shall not be re-appointed, however, unless at least ten percent (10%) of the county-wide gross proceeds of the room occupancy tax were collected from that jurisdiction during the administrative year immediately preceding the re-appointment (currently the City of New Bern and the City of Havelock);
- One person appointed by and representing the New Bern Area Chamber of Commerce;
- One person appointed by and representing the Havelock Chamber of Commerce;
- One person appointed by the Craven County Board of Commissioners representing hotel/motel operators;
- One person appointed by the Tryon Palace Commission representing the Tryon Palace Historic Sites and Gardens;
- Two persons appointed by the TDA as members-at-large who have a demonstrated interest in conventions and tourism development in Craven County;
- The Craven County Finance Officer, who shall serve as a non-voting ex-officio member and Treasurer; and
- The Executive Director of the CVC, who shall serve as a non-voting ex-officio member and Executive Secretary.
Members shall serve no more than two consecutive three-year terms. The TDA meets at 8:00 a.m. on the second Wednesday of every other month at various locations throughout Craven County.
Electric Services Board
This board shall consist of nine (9) voting members representing customers within the electric territory of the city. Six (6) members shall reside within the city; three (3) members shall reside within the electric service area of the city, but beyond the city limits. All members must be customers of the electric utility system of the city. Initially, three (3) members will serve a one-year term, three members will serve a two-year term, and three members will serve a three-year term. Members of the board may serve more than one term if appointed by the Board of Aldermen. Terms shall expire on December 31 each year. There are currently no members serving on this board.
Friends of the New Bern Firemen's Museum Board of Directors
The Board of Directors for the Friends of the New Bern Firemen's Museum, Inc. shall consist of eleven (11) members, including two (2) ex-officio directors. Each director, other than the ex-officio, shall hold office for a term of three (3) years, or until his successor shall have been elected and qualified. Directors shall be citizens and residents of the city of New Bern. The ex-officio members of the board shall be the fire chief of the New Bern Fire Rescue Department and the deputy chief of the Volunteer Division, or such person's designee. All directors, other than the ex-officio, shall be determined by a majority vote of the Board of Aldermen. The purpose of the Friends of the Firemen's Museum, Inc. is to engage in charitable, philanthropic, cultural enrichment and education activities, including, but not limited to, supporting the mission of the New Bern Firemen's Museum. The Board of Directors meets at 9 a.m. on the third Tuesday of each month at the New Bern Firemen's Museum, located at 408 Hancock Street.
Historic Preservation Commission
This commission consists of nine (9) members who are appointed by the Board of Aldermen, each for a three (3) year term. Members may serve no more than two (2) consecutive terms, but are eligible to serve again after having been off the commission for at least two years.
The Commission is responsible for: (1) defining the rules of procedure for how it conducts business; (2) determining the form used for the certificate of appropriateness application; (3) ultimately deciding if an application for certificate of appropriateness is complete; (4) ultimately deciding if the required data necessary to determine the nature of the application has been submitted; (5) reviewing and acting on a certficate of appropriateness application through a quasi-judicial hearing; (6) negotiating with property owners who propose to demolish or relocate contributing properties in an historic district; (7) prevention of demolition by neglect; and (8) following accepted best practices and rules of procedure and conduct for a quasi-judicial hearing.
The Commission meets for design review at 5:30 p.m. and holds regular, official meetings at 5:30 p.m. on the third Wednesday of each month, unless the date is changed due to an observed holiday. Housing Authority Board of Commissioners
This board consists of eleven (11) members, ten (10) of whom are appointed by the Mayor. The Mayor shall designate overlapping terms of not less than one (1) nor more than five (5) years for the initial appointments. Subsequent terms shall be for five (5) years. The eleventh member shall be a resident from any housing project or program administered by the Housing Authority. There is no limit as to the number of terms a member may serve.
The Housing Authority Board meets at 4:30 p.m. on the third Monday of each month at 836 South Front Street in New Bern.
New Bern Appearance Commission
This commission consists of seven (7) members who shall be residents of the city's planning and zoning jurisdiction at the time of appointment. All members shall be appointed by the Board of Aldermen to serve terms of three years each; provided, however, that the initial members shall serve staggered terms. Where possible, appointments shall be made in a manner as to maintain on the commission at all times a majority of members who have had special training or experience in a design field, such as architecture, landscape design, horticulture, city planning, or a closely related field. The commission shall serve the Board of Aldermen in an advisory capacity, and shall recommend programs to the board which it considers appropriate to enhance and improve the visual quality and aesthetic characteristics of the city.

New Bern Board of Adjustment
This board shall consist of ten (10) regular members and three (3) alternate members. No more than nine regular members, which shall be appointed by the Board of Aldermen, shall reside within the city. At least one regular member, appointed by the Craven County Board of Commissioners, shall reside within the city's extraterritorial planning area. Members may be removed by the appointing authority at any time for failure to attend three consecutive meetings without excuse or for missing more than 30 percent of the meetings within any 12 month period or for other good cause related to performance of duties. Members should have backgrounds related to land ownership and development issues (i.e., law, real estate, banking, building, environmental groups, governmental agencies, community organizations, etc.). Board of Adjustment members shall be appointed for three-year staggered terms, but members may continue to serve until their successors have been appointed. Membership appointments shall be limited to two successive terms for regular members and two successive terms for alternate members.

Public Library Board of Trustees
This board consists of ten (10) trustees, with five (5) trustees appointed by the Board of Aldermen for the City of New Bern and five (5) trustees appointed by the Craven County Board of Commissioners. The Trustees shall serve six (6) year terms on a staggered basis. The governing board of each shall appoint one of its own members to serve as a trustee for the duration of their term in office. The cuties of the trustees shall consist of the following: (1) determine the policy of the library; (2) advise in the preparation of the budget; (3) provide and maintain adequate buildings and grounds; (4) study and support legislation which will bring about the greatest good to the greatest number of libraries; (5) cooperate with other public officials and boards; and (6) maintain vital public relations.
Regular meetings are held on the first Tuesday of alternate months (February, April, June, August, October and December) at 7:30 p.m. at the library, located at 400 Johnson Street.
New Bern Planning & Zoning Board
This board consists of ten (10) members who serve staggered three-year terms. Seven (7) members are appointed by the Board of Aldermen, all of whom shall be residents of the City. Three members, appointed by the Craven County Board of Commissioners, shall reside within the city's extraterritorial planning area. Members may be removed by the appointing authority at any time for failure to attend three consecutive meetings without excuse or for failure to attend 30 percent or more of the meetings within any 12 month period or, after a hearing, for other good cause related to performance of duties. Membership appointments shall be limited to two successive terms. The board's major responsibilities are to make recommendations concerning conditional use and special use permit requests, subdivision general plans, zoning amendments proposals, and make studies and recommend to the Board of Aldermen plans, goals and objectives relating to the growth, development and redevelopment of the City.

Police Civil Service Board
This board consists of five (5) members who shall be representative citizens of the city. The members of the board shall be appointed by the Board of Aldermen to serve for a period of two years, except that the initial members shall serve staggered terms. The Aldermen nominate individuals for appointment to the board on a rotating basis and may nominate an individual from any Ward.
Meetings of the board are held in the Executive Conference Room in City Hall at the request of the Police Department.
Swiss Bear Downtown Development Corporation Board of Directors (Swiss Bear BoD)
The Board of Directors of Swiss Bear Downtown Development Corporation shall consist of no less than twenty-two (22) and no more than thirty-four (34) directors, excluding emeritus directors. Sixteen (16) members of the board shall be members of the following organizations, and may serve for only so long as they continue to be a member of said organizations. Up to eighteen (18) additional members shall be elected from the community who either demonstrate interest in the objectives and work of Swiss Bear or who represent identifiable segments of the community. All directors shall be elected by the vote of the majority of directors in office at the annual board meeting and shall serve three-year terms. Terms of office shall begin on January 1. Board meetings are held on the third Thursday of each month at 7:30 a.m. in the New Bern Area Chamber of Commerce meeting room located at 316 South Front Street.
