Bike & Pedestrian Plan Advisory Committee
The Board of Aldermen has established a Bicycle and Pedestrian advisory committee to provide support and assistance as it relates to the New Bern Bicycle and Pedestrian Plan, approved in 2022. The Committee was formed to guide the implementation of the plan. Members will be responsible for evaluating progress of the plan, offering input to the Board, assisting City staff in applying for grants, organizing related events and educational activities, and advocating for local project funding.
The committee is comprised of five voting members, each appointed by the Board of Aldermen. Voting members will serve staggered terms with each term being three years. Vacancies will be filled by the Board of Aldermen. The Board appointed the director of development services to chair the committee. Other members include Alderman Bob Brinson, Board of Aldermen appointee; Deanna Trebil, MPO Administrator and representatives from the City’s Public Works and Parks and Recreation departments.
Meetings will be no less than quarterly, with special meetings being called by the chairman as needed. A majority of the voting members of the Advisory Committee will constitute a quorum.

This committee consists of six (6) members, one from each ward, appointed by the Alderman from that ward. Each term shall last three (3) years and run from July 1 through June 30 or until a successor is appointed. All members must be residents of the City of New Bern. The purpose of the CDAC is to advise the Community Development staff and to assure that the Community Development Block Grant (CDBG) Citizen Participation Plan encourages the participation of all citizens, including minorities, non-English speaking persons and persons with disabilities.
This committee consists of six (6) members, one from each ward, appointed by the Alderman from that ward. Friends of the New Bern Firemen's Museum Board of Directors
The Board of Directors for the Friends of the New Bern Firemen's Museum, Inc. shall consist of eleven (11) members, including two (2) ex-officio directors. Each director, other than the ex-officio, shall hold office for a term of three (3) years, or until his successor shall have been elected and qualified. Directors shall be citizens and residents of the city of New Bern. The ex-officio members of the board shall be the fire chief of the New Bern Fire Rescue Department and the deputy chief of the Volunteer Division, or such person's designee. All directors, other than the ex-officio, shall be determined by a majority vote of the Board of Aldermen. The purpose of the Friends of the Firemen's Museum, Inc. is to engage in charitable, philanthropic, cultural enrichment and education activities, including, but not limited to, supporting the mission of the New Bern Firemen's Museum.

Historic Preservation Commission
This commission consists of nine (9) members who are appointed by the Board of Aldermen, each for a three (3) year term. Members may serve no more than two (2) consecutive terms, but are eligible to serve again after having been off the commission for at least two years.
The Commission is responsible for: (1) defining the rules of procedure for how it conducts business; (2) determining the form used for the certificate of appropriateness application; (3) ultimately deciding if an application for certificate of appropriateness is complete; (4) ultimately deciding if the required data necessary to determine the nature of the application has been submitted; (5) reviewing and acting on a certificate of appropriateness application through a quasi-judicial hearing; (6) negotiating with property owners who propose to demolish or relocate contributing properties in an historic district; (7) prevention of demolition by neglect; and (8) following accepted best practices and rules of procedure and conduct for a quasi-judicial hearing.
The Commission meets for design review at 5:30 p.m. and holds regular, official meetings at 5:30 p.m. on the third Wednesday of each month, unless the date is changed due to an observed holiday. Design review meetings are held in the Development Services Department conference room located at 303 First Street. Regular meetings are held in the second floor courtroom at City Hall, located at 300 Pollock Street.
Housing Authority Board of Commissioners
This board consists of eleven (11) members, ten (10) of whom are appointed by the Mayor. The Mayor shall designate overlapping terms of not less than one (1) nor more than five (5) years for the initial appointments. Subsequent terms shall be for five (5) years. The eleventh member shall be a resident from any housing project or program administered by the Housing Authority. There is no limit as to the number of terms a member may serve.
The Housing Authority Board meets at 4:30 p.m. on the third Monday of each month at 836 South Front Street in New Bern.
Municipal Service District Advisory Committee
This advisory committee consists of ten (10) members who are appointed by the Board of Aldermen; six (6) representing commercial interests within the MSD, and four (4) representing residential interests. The committee will meet no less than quarterly, and will annually (if not more often) make recommendations to the Governing Board on how MSD property taxes should be used within the district. Committee members serve staggered, three-year terms and can serve no more than two successive terms when representing the same commercial or residential interest. Ex-Officio, non-voting members include the Ward 1 Alderman, City Manager, Director of Finance, an At-Large (from the Governing Board) and the Swiss Bear Executive Director.
New Bern Board of Adjustment
This board shall consist of seven (7) regular members and two (2) alternate members. Six regular members, which shall be appointed by the Board of Aldermen, shall reside within the city. At least one regular member, appointed by the Craven County Board of Commissioners, shall reside within the city's extraterritorial planning area. Members may be removed by the appointing authority at any time for failure to attend three consecutive meetings without excuse or for missing more than 30 percent of the meetings within any 12 month period or for other good cause related to performance of duties. Members should have backgrounds related to land ownership and development issues (i.e., law, real estate, banking, building, environmental groups, governmental agencies, community organizations, etc.). Board of Adjustment members shall be appointed for three-year staggered terms, but members may continue to serve until their successors have been appointed. Membership appointments shall be limited to two successive terms for regular members and two successive terms for alternate members.

This board consists of ten (10) members who serve staggered three-year terms. Seven (7) members are appointed by the Board of Aldermen, all of whom shall be residents of the City. Three members, appointed by the Craven County Board of Commissioners, shall reside within the city's extraterritorial planning area. Members may be removed by the appointing authority at any time for failure to attend three consecutive meetings without excuse or for failure to attend 30 percent or more of the meetings within any 12 month period or, after a hearing, for other good cause related to performance of duties. Membership appointments shall be limited to two successive terms. The board's major responsibilities are to make recommendations concerning zoning modifications, subdivision general plans, zoning amendments proposals, and make studies and recommendations to the Board of Aldermen for plans, goals and objectives relating to the growth, development and redevelopment of the City.

Police Civil Service Board
This board consists of five (5) members who shall be representative citizens of the city. The members of the board shall be appointed by the Board of Aldermen to serve for a period of two years, except that the initial members shall serve staggered terms. The Aldermen nominate individuals for appointment to the board on a rotating basis and may nominate an individual from any Ward.
Meetings of the board are held in the Executive Conference Room in City Hall upon an appeal of a disciplinary action.

The New Bern Redevelopment Commission consists of nine members, all of whom shall be residents of the City of New Bern. Members of the New Bern Redevelopment Commission shall serve staggered terms with each term being five years. For the initial Redevelopment Commission, two members shall have an initial term of five years, two shall have an initial term of four years, two members shall have an initial term of three years, two members shall have an initial term of two years, and one member shall have an initial term of one year. A member shall hold office until their successor has been appointed and qualified. The New Bern Redevelopment Commission was incorporated effective May 15, 2018 and shall have the powers of a redevelopment commission as set forth in Article 22 of Chapter 160A "Urban Redevelopment Law" of the North Carolina General Statutes. Its mission is to rejuvenate and revitalize the Greater Duffyfield community.
Meetings are held the second Wednesday of each month at 6:00 p.m. in the City Hall Courtroom, located at 300 Pollock Street, unless relocated, canceled or rescheduled.
Stanley White Recreation Center Advisory Committee
The SWRC Advisory Committee shall serve in an advisory capacity for the purpose of facilitating community engagement in the design and development of the new SWRC and its integration with DE Henderson Park; recommend recreation center services and programming for said center and park; serve as liaison between the City and citizens regarding the design and development of the center and park; and recommend and promote alternative funding sources for enhancements to the center and park. The Committee shall be comprised of 10 voting members and shall meet no less than on a monthly basis. The Committee will be dissolved on the day that the newly constructed SWRC is open to the public. The Director of Parks and Recreation shall serve as the Committee's Chairman.
