Dana Edwards Outlaw was elected to serve as Mayor beginning in December 2013, after previously serving two consecutive terms as Alderman of the 6th Ward since December of 2005. His office address is P.O. Box 414, New Bern, NC 28563. Dana was married to the former Susan Diane Statham, a New Bern native who passed away in 2000 at the age of 43. Susan and Dana have four children: Janet, Katie, Jenna, and Adam. Dana is the proud grandfather of three grandchildren: Taylor, Hunter and Carly. He graduated from East Carolina University in 1976 with a degree in Marketing Research/Business Administration and is presently involved in a self-storage and real estate consulting and appraisal business in New Bern. He is past Chairman of the North Carolina Appraisal Board.

Mayor Outlaw has been involved in many local civic groups since his return to New Bern in 1978, including past President of New Bern Rotary Club, past member of the Craven Community College Foundation Board, past Master of St. John’s #3 Masonic Lodge, past President of the New Bern Board of Realtors, past President of Partners in Education, and past Director of the New Bern Firemen's Museum. He still enjoys supporting the Firemens Museum through fundraising efforts.  In his spare time, Mayor Outlaw enjoys riding his Harley Davidson Road King, spending time with his grandchildren, and playing in the band Cold Biscuit.

Alderman Blackiston is serving his first term as Alderman for the First Ward. A New Bern resident and homeowner for over 30 years, Mr. Blackiston was born in South Carolina and grew up on the eastern seaboard as well as overseas. He holds a Bachelor of Arts degree from the University of South Carolina and an MBA from the University of South Florida. As a member of the Naval ROTC, he attended Army Jump School and upon graduation was commissioned as a Second Lieutenant in the United States Marine Corps.

His assignments included infantry Platoon Commander, Executive Officer and rifle Company Commander with the 1st and 9th Marine Regiments. He later received orders to Flight School, completed training and was designated a UH-1N helicopter pilot in 1979. Follow-on duties included operations, safety and planning positions at squadron and wing levels as well as US Central Command, where he worked on the joint force deployment schedule for operation "Desert Storm." His career included amphibious deployments and overseas contingency operations, as well as disaster recovery operations in 1991 after the eruption of Mount Pinatubo in the Republic of the Philippines.

Prior to his assignment as the Community Plans Officer at Cherry Point, he was the Deputy for Inspections, Office of the Inspector General at Headquarters Marine Corps, where he coordinated worldwide quality assurance command visits. During his final tour of duty at MCAS Cherry Point, Lieutenant Colonel Blackiston served as the military liaison for multiple counties and worked on community development issues with a number of civic and business councils. He is a graduate of both Leadership Craven and Leadership North Carolina.

Over the past 14 years, Mr. Blackiston has worked as an engineering project consultant overseeing major runway, taxiway and infrastructure improvement projects at airports in eastern North Carolina that serve both general and commercial aviation needs. In 2009, he initiated efforts to rehabilitate New Bern's "Union Station" Depot.

Mr. Blackiston is married to the former Denise Moreau of Glen Burnie, MD. He remains an advocate for historic preservation, community redevelopment, and innovative education programs as well as a supporter of animal rights.

Alderman Taylor was born and raised in New Bern.  He grew up in the public housing projects and was raised in a single-family home along with four other siblings.  He made a decision a long time ago to give back to the community.  His way of giving back encompasses serving various age groups, from youth to seniors.

Alderman Taylor is actively involved in the community as seen through his membership and affiliation with several organizations, including Vision Forward, Men Empowered for Christ, Man to Man Cancer Group, Greater Duffyfield Residence Council, NAACP, National Night Out Committee, Swiss Bear, MLK Scholarship Committee, and Duffyfield Community Watch group.

Alderman Taylor is currently employed by the Division of Prisons, Department of Corrections as a Transportation Driver, and has been with them since July of 1998.

Alderman Mitchell was appointed to serve as the Alderman for Ward 3 and fill the remainder of Mrs. Pat Schaible’s term in July 2016.  Alderman Mitchell has been a resident and homeowner in New Bern since early 2009 when she and her husband retired to North Carolina after almost two decades in the metropolitan Washington DC area.  Although her family were some of the original settlers of South Georgia and remain there through the present day, she is the daughter of a career Air Force pilot and was born at Wiesbaden Air Force Base in Germany.   Alderman Mitchell grew up on Air Force bases in Virginia, Georgia, Florida, Mississippi, New Mexico, and California. 

Alderman Mitchell graduated Magna Cum Laude from The University of the South, Sewanee, Tennessee, in 1981 and was subsequently commissioned as a Naval Intelligence Officer.  Her two-decade career in the Intelligence Community included almost ten years active duty, another decade of federal service with the Defense Intelligence Agency and the Joint Staff, J2; and recall to active duty during the first Iraq War, Desert Storm. 

Alderman Mitchell is a graduate of Leadership Craven and has served as an officer on Boards of Directors of the YMCA, the Craven Community College Foundation, the Craven Literacy Council and the New Bern Preservation Foundation.  As Chair of the Board of Commissioners of the New Bern Housing Authority 2012-2015, and as subsequent Chair of the Board of Directors of the affiliated non-profit agency, Alderman Mitchell directed the restructuring and modernization of the Housing Authority, then steered the $28 million renovation of a 379-unit public housing development, the largest renovation project of its kind in North Carolina to date.  She was appointed to the North Carolina Veteran’s Affairs Commission and the North Carolina Military Affairs Commission due to her ongoing interest in economic development, defense industry, base sustainability, and veterans’ issues. 

Alderman Mitchell is married to retired CEO W.G. Champion Mitchell, who serves on the University of North Carolina’s Board of Governors and the Board of Directors of the Research Triangle Institute (RTI).   Mr. Mitchell is a native of Raleigh, NC and a graduate of the University of North Carolina at Chapel Hill and UNC Law School.  The Mitchells have three children and four grandchildren, and Alderman Mitchell’s elderly father recently moved from Georgia to McCarthy Court here in New Bern.   They are members of Christ Episcopal Church.  The Mitchells have been active with local and State organizations such as the New Bern Boys and Girls Club, Promise Place, the North Carolina History Museum, Carolina East Medical Center’s Foundation, the UNC Lineberger Cancer Center, the NC Symphony, and the NC Aquarium Foundation.

Alderman Mitchell is a fiscal conservative who advocates programs that foster sustainable regional economic growth and individual self-sufficiency.  She believes that New Bern’s greatest strengths arise from the engagement and commitment of all its citizens, from all walks of life and many different regions, as they focus on issues which impact the community.

Johnnie Ray Kinsey was elected to serve as Alderman of the Fourth Ward in November of 2009.  He was born and raised in New Bern.  He is the husband of the former Alfreda Mills, and they have been married since 1983.  They have one son, Sean.  Together they own and operate Kinsey Fitness Center since 1982.  Alderman Kinsey has been recognized at the state, national, and international levels for his exemplary performance in the sport of amateur/professional bodybuilding.

Alderman Kinsey has served in various professional arenas including Neuse River Council of Government where he was employed as a Job Developer.  He also served as a Case Manager for the "Sentenced to Read" program.  Throughout Mr. Kinsey's professional tenure, he has maintained his commitment to serving his community.  He is an active member of Foundation Life Fellowship Church.

Alderman Kinsey is quoted, "My goal is to meet the needs of the people that I represent not just in Ward 4, but throughout the greater New Bern community.  I look forward to meeting with citizens, listening to their concerns, and working toward viable solutions for a better New Bern.  My desire is to be an accountable public servant."

As a native New Bernian, Alderman White attended West Street Elementary and J. T. Barber High Schools.  He served in the U. S. Army and is a Vietnam Veteran, was honorably discharged, and served several years on reserve.   He has been employed at Hatteras Yachts, Texfi Industries, Hammond Electrics, and the City of New Bern.  He is currently employed by MCAS, Cherry Point. He has worked in the capacities of Team Leader, 2nd Class Lineman, Relief Supervisor, and Supervisor. His educational background includes Shaw University and Craven Community College.

Alderman White has been married to Dorothea since 1971, and they have raised two sons and two daughters - Bernard Jr., Sudie, Tracey, and Charlie who have blessed their family with four grandsons and one granddaughter: Bernard III, Acacia Mohogany, Trae'ranz, Jerry B, and Noell; and one great-grandson, Kayson. 

Alderman White has served the community in various capacities: President of Craven County Voters' League, Former President of New Bern Parks and Recreation Advisory Board, Craven Pop Warner Youth Football, and N.B.H.S. Touch Down Committee; Coach-Stanley White Warriors, Craven Bears,  H. J. MacDonald Middle School and Semi-Pro Football League (New Bern).   Other memberships (Past and Present) include:  NC African American Historic Preservation, Concerned Citizens of New Bern, NAACP, SCLC M.L.K. Committee, Craven County Committee of 2002, African American Men’s' Alliance, NBHS Band Parents, various PTAs, Cub-Boy Scouts, George B. Willis Lodge (PHA), and Neighborhood groups.

Alderman White, along with his parents and grandparents, has been a life-long member of Saint John Missionary Baptist Church. As a youth, he served in the BTU, Sunday School, and served as an usher. As an adult, he served as FMR Financial Secretary, Past Chairman of the Trustee Board, Men’s' Choir, and on various committees.

Alderman White was born to strong, hard-working and caring parents, grandparents, and extended family.  His family characteristics have and still believe in being strong, honest, dependable, family oriented and trustworthy.  With a strong educational background, they are independent business-owners, farmers, construction craftsmen, electricians, doctors, nurses, auto industry executives, teachers, finance majors, church and community leaders and supporters who believe that “your word is your bond” and that a “family that prays together stays together.”

Jeffrey Odham was elected to serve as Alderman of the Sixth Ward in November of 2013. Jeffrey is the son of B.T. and Joan Odham and a lifelong resident of New Bern.  He married New Bern native Jeannie Haye Odham in June 2002. They have one son, Gavin Jeffrey. Jeffrey and his family attend Latitude Church of New Bern.

Alderman Odham is a graduate of both New Bern High School & Craven Community College, where he earned an Associate of Applied Science in Business Administration - Marketing & Retailing.  Alderman Odham joined Glidden Paint Company in 1997 where he has spent his entire professional career (Glidden is now part of PPG Industries).  Throughout his tenure, Jeffrey has held numerous positions from Sales Representative to Regional Business Manager.  Currently, he is a Senior Stores Group Manager responsible for the operations of 20 stores in North Carolina & Virginia with over a $30M annual budget.  In 2002, Jeffrey & his wife became local entrepreneurs when they started a tanning salon known as Sunless Expressions, LLC.

Alderman Odham ran his campaign based on the platform of bringing financial accountability and commercial growth to New Bern.  He was quoted as saying, "I will bring a common sense, business-minded approach to City Hall.  It's time for elected officials to look past the next election cycle and do what is right for the long-term health of New Bern."

Michael Scott Davis was appointed to serve as the City Attorney in 2001. His office is located at 209 Pollock Street, one block from City Hall. Scott has two children, Mary Scott and Michael.

Mr. Davis graduated from New Bern High School in 1983. He received his Bachelor of Arts degree in International Studies from the University of North Carolina at Chapel Hill in 1987, and subsequently received his Master’s degree in Business Administration from Wake Forest University in 1989. From 1989 to 1991, Mr. Davis was employed as a management consultant with FMI Management Consultants in Raleigh, North Carolina, the country’s largest consulting firm specializing in the construction industry.

Mr. Davis received his Juris Doctor degree from Wake Forest University in 1994. While in law school, Mr. Davis clerked for former New Bern City Attorney, A.D. Ward. Mr. Davis returned to Mr. Ward’s law firm upon graduating from law school in 1994. Mr. Davis was a partner in the firm of Ward and Davis, LLP from 1999 to 2007.  He is currently a partner in the law firm of Davis Hartman Wright, PLLC.

In serving as the City Attorney, Mr. Davis manages all of the City’s legal affairs. He represents the City in any litigation and claims filed by and against the City; gives day-to-day legal advice to City officials and employees; and drafts ordinances, rules, resolutions, contracts, and policies.

Brenda Blanco was appointed to serve as Deputy City Clerk in November 2014 and in July 2016 began serving as City Clerk.  She is a member of the NC Association of Municipal Clerks and the International Institute of Municipal Clerks ("IIMC") and has earned the designation of Certified Municipal Clerk from the IIMC.  Mrs. Blanco has been an employee of the City of New Bern since 2002, and currently she also functions as the Executive Assistant for the City Manager. The City Clerk provides administrative and informative services to the Board of Aldermen, its Committees, Boards, and all City departments, as well as the citizens of New Bern. She also serves as Secretary to the Police Civil Service Board. The City Clerk contributes to good and efficient government by conveying for action the decisions of the Board of Aldermen and ensuring accurate information and recordings of the Board's proceedings.

Additionally, the City Clerk notices and attends all Board of Aldermen meetings and is the safekeeper and preservationist of meeting minutes, resolutions, ordinances, bylaws, contractual and civic agreements, and all other official documents. Pursuant to state statute, the City Clerk is responsible for acquisition and cataloging of historical records. These records are available to the City and the public for research and administrative purposes.

The City Clerk prepares proclamations and congratulatory letters on behalf of the Mayor.  She is the point of contact for scheduling the Mayor for conference welcomes, ribbon cuttings, and any other events. Mrs. Blanco's office is located on the first floor of City Hall at 300 Pollock Street.
